Headlines and Updates for MACPA Members

Last week, the IRS launched a new National Research Program (NRP) reporting compliance study for individual taxpayers. The study will start in October 2007 and examine about 13,000 randomly selected tax year 2006 individual returns. Individuals whose returns are selected for audit will receive a letter. The majority of individuals will have specific lines of their returns confirmed through in-person audits with an IRS examiner. The IRS says the research will lead to improved audit selection techniques and, ultimately, help reduce the tax gap.

Governor Appoints CPAs to State Board of Accountancy, Tax Tribunal
Governor Jennifer Granholm recently announced appointments and reappointments to the State Board of Accountancy. CPA Neil F. De Boer of De Boer, Baumann & Company, Holland, is appointed to represent certified public accountants for a term commencing July 1, 2007 and expiring June 30, 2011. He will succeed Robert S. Sher whose term expires June 30, 2007. Ms. Sally Fedus of Plymouth is reappointed to represent the general public for a term commencing July 1, 2007 and expiring June 30, 2011. The Governor also appointed CPA Susan G. Munsell to the Michigan Tax Tribunal. Munsell, of Rapid City, is a certified public accountant in private practice. She was appointed to represent CPAs for a term commencing June 4, 2007 and expiring June 30, 2009. She succeeds Judith R. Trepeck. The appointments stand confirmed unless disapproved by the Michigan Senate within 60 days.

Another CPA Wins $100 CPE Credit; Three More Chances to Enter!
Chris Williams of Metaldyne in Plymouth is the lucky winner a $100 CPE credit. Williams utilized MACPA’s online registration last week for the first time ever, and was automatically entered in today’s drawing from all of last week’s online registrants. Each week through the end of June, one lucky CPE registrant will win a $100 credit toward a future MACPA CPE program. Register online for a CPE program between now and June 30, and your name will be automatically entered into the weekly drawing each time you register. Drawings will be held on Monday from the previous week’s registrants. Winners will be announced in E-News.

GOA Reports on IRS Internal Controls
While the IRS has made significant progress in improving its internal controls and financial management, the agency still faces many challenges, according to the latest review by the Government Accountability Office. At the beginning of GAO's audit of IRS's fiscal year 2006 financial statements, 72 financial management-related recommendations from prior audits remained open because IRS had not fully addressed the issues that gave rise to them. During the fiscal year 2006 financial audit, IRS took actions that enabled GAO to close 25 of those recommendations. At the same time, GAO identified additional internal control issues resulting in 28 new recommendations. In total, 75 recommendations currently remain open. Read highlights or the full report.
